On 5 – 7 October 2022 in the Grand Lubicz Hotel in Ustka, we had the pleasure of participating in the 19th edition of the conference "RAILWAY STOCK- Purchase, Modernisation and Maintenance" organised by the Polish Chamber of Railway Equipment and Services (www.izbakolei.pl), of which we are a member.
By 2030, the Polish government wants to implement the Sustainable Transport Development Strategy. It aims to increase the country’s transport accessibility and improve the safety of road users and the efficiency of the transport sector by creating a coherent, sustainable, innovative and user-friendly transport system at national, European and global level. These activities were one of the themes of this year’s conference.
As every year, the carriers presented their rolling stock strategies:
  • Wiesław Szafrański, Managing Director for Operations at POLREGIO S.A. He outlined the carrier’s current and target rolling stock situation.
  • The rolling stock strategy to 2030 was also the subject of a lecture by a representative of the Mazowieckie Railways – Piotr Wakuła, Director of the Exploitation and Technical Office of KM. The company’s planned rolling stock investments are aimed at further upgrading its vehicle fleet. Implementation is planned for 2025-2027, although it depends in particular on the possibility of obtaining financial support from EU programmes.
  • Jarosław Nowak, Head of the Wagon Division, H.Cegielski – Fabryka Pojazdów Szynowych Sp. z o.o., presented the Poznan company’s offer of modern passenger wagons. He also mentioned investments currently underway to increase production capacity.
  • The portfolio of rolling stock maintenance and production services in Europe of DB CARGO POLSKA S.A. was summarised by Łukasz Stokłosa – Head of Production Management and Rolling Stock Maintenance. He discussed freight wagon revisions, diesel and electric locomotive revisions, wheelset reconditioning, washing and cleaning of tank wagons, mobile rolling stock services and the production of m2 wagons.
  • During the presentation ‘Modernising railway vehicles from a railway operator’s perspective. Chances and risks”, Rafał Jeleń – Director of the Technical and Operational Division (Koleje Wielkopolskie Sp. z o.o.) presented conclusions concerning the modernisation aspect of the rolling stock.
On the second day of the conference, a panel discussion took place on ‘Modern rolling stock – an opportunity for rail transport development’. Participants in the discussion included:
  • PKP INTERCITY – Jarosław Oniszczuk – Member of the Management Board
  • „KOLEJE MAZOWIECKIE – KM” SP. Z O.O. – Piotr Wakuła – Director of the Operations and Technical Office
  • PKP SZYBKA KOLEJ MIEJSKA W TRÓJMIEŚCIE SP. Z O.O. – Maciej Lignowski – President of the Management Board
  • POLREGIO S.A. – Wiesław Szafrański – Managing Director for Operations
  • KOLEJE WIELKOPOLSKIE Sp. z o.o. – Marek Nitkowski – President of the Management Board
  • KOLEJE ŚLĄSKIE Sp. z o.o. – Wojciech Pyka – Vice-President for Finance
  • ALSTOM KONSTAL S.A.- Sławomir Cyza – President of the Management Board

“When purchasing new rolling stock and upgrades, it is important to consider future maintenance costs and that the rolling stock is flexible in configuration. One solution to this problem is to standardise vehicle series. When it comes to purchasing, buying as large batches of one batch as possible, and using uniform, tried-and-tested solutions when upgrading.”
